About Tera

Tera is a senior fellow at the McKinsey Center for Government, working closely with the McKinsey Global Institute. She leads McKinsey’s research on government and business productivity, bringing together deep expertise and more than two decades of experience in economics, public policy, innovation, and leadership, as well as ten years of experience as a management consultant focusing on corporate and business-unit strategy.

Tera is a frequent author, panelist, and speaker on topics ranging from economic and innovation policy and industrial strategy to technology adoption and government performance transformations. She also serves as a trustee of the United Kingdom’s Productivity Leadership Group, the National Institute of Economic and Social Research, and the Royal Economic Society, and is a member of the ScaleUp Institute evidence committee. She was previously on the board of Innovate UK, the United Kingdom’s national innovation agency, and a member of the States of Jersey fiscal policy panel. In 2019, Tera was appointed Commander of the Order of the British Empire (CBE) for services to economic policy.
